New tires that have been sent to Michelin for inspection and re-certification. The status mentioned in the EASA Form 1 certificate (block 11) is "Inspected/Tested". Tires have same level of performance that any other new tire provided the operation conditions, including mounting and storage, confirm with the recommendations of Michelin CSM
